Young Independence (YI) is UKIP’s youth wing, it is made up of all party members aged 30 and under. This document is designed to explain what the different roles are within YI and the functions they are each responsible for. It also details how we are structured as an organisation. Our aim as a youth wing is to support UKIP in its growth and help it increase youth participation as well as the number of young people voting for the party.

-STRUCTURE OF YOUNG INDEPENDENCE

The National Council
The National Council will be made up of the Executive Council, Regional Chairmen and the UKIP Students Chairman. Regional Chairmen and the UKIP Students Chairman will attend as non-voting members.

The Executive Council
The Executive Council will be made up of the YI Chairman, YI Deputy Chairman, YI Secretary, YI Treasurer and other National Officers. Full Time YI Officers may be employed; they will sit on the Executive council as non-voting members.

Full Time YI Officers
There may be a team of full time YI Officers that will deal with the day to day running of Young Independence.

Regional Chairpersons
There is a Regional Chairperson in each of the 12 UK regions. (Eastern Counties, East Midlands, London, North East, North West, Northern Ireland, Scotland, South East, South West, Wales, West Midlands and Yorkshire & North Lincolnshire)

County Chairpersons
There are 72 County Chairpersons across the United Kingdom who are elected to serve in the following counties/boroughs/areas:

East Midlands (5) – Derbyshire; Leicestershire & Rutland; Lincolnshire; Northamptonshire; Nottinghamshire

Branch Representatives
Branch Representatives work with the local UKIP branch committee.

-ROLES / CHAIRMAN
The role of the Chairman is to expand and lead Young Independence across the country.
Meetings
Organise bi-monthly meetings of the National Council and bi-monthly meetings of the Executive Council on alternate months. The YI Chairman, YI Secretary, YI Treasurer, 12 Regional Chairman, National Officers and Full Time YI Officers will be asked to provide a report a week in advance of the National Council meeting to inform the team of progress and a Monthly report on months when the National Council does not meet.

UKIP’s National Executive Committee
Deliver a monthly report to the NEC and Party Leadership on what has been achieved and what we are planning.

International
Create links with the other EFDD Youth Wings and build towards holding an international Eurosceptic Youth Conference.

YI Patrons
Run the YI Patrons scheme. Organise a meet and greet drinks reception with the YI Council and Patrons members twice a year at UKIP Conference, a Christmas meal and one at YI Conference. Write a quarterly letter from the YI Chairman on what YI have achieved in the quarter plus an exclusive YI pin badge when you join.

Press Enquiries
Work with the YI Media Manager to fulfil the national media bids for Young Independence.

-ROLES / DEPUTY CHAIRMAN
To support the Chairman and Deputise where necessary in his duties.

-ROLES / SECRETARY
The role of the secretary is to ensure YI’s internal communications are strong.

YI National Council Meetings
Responsible for sorting the YI Agenda for the National Council and Executive Council meetings, collecting the reports from Council members and minuting the meeting.

YI Full Time Officers
Organises the selection process for future Full Time YI Staff with agreement from the Executive Council. The YI Chairman, YI Secretary, YI Treasurer, Party Chairman and a Regional Chairman (drawn at random) will make the selection panel before ratification from the National Council followed by the NEC.

-ROLES / TREASURER
The role of the Treasurer is to make sure the accounts of Young Independence stay in order.
Refund the bursary scheme for members
When the YI bursary scheme is used for national action days, members will be refunded by the treasurer within a week.

Run the YI Online Account
The Treasurer will manage the online PayPal account of YI which is the payment scheme for buying from the Young Independence shop and donations.

Regions & Counties
Regions and Counties can apply for financial aid from the YI accounts. This must be done via approaching the Executive Council with a proposal. Approaching UKIP Counties and Branches wouldn’t go amiss. If Regions or Counties do fundraising then the National YI Treasurer will hold the money and it will be ring-fenced for them exclusively.

Accounts
Each quarter the Treasurer will submit the accounts to the party’s finance office so returns can be provided fro the Electoral Committee.

-ROLES / NATIONAL COORDINATOR
The role of the National Coordinator is to assist and build Young Independence at a Regional, County and Branch level.
Regions, Counties, Branches
The National Coordinator will oversee the operations of all YI Regions, Counties and branches in their work. He/She will provide support and assistance to all regional, county and branch chairs, being their first port of call should they need help or assistance.

UKIP Branches
He/She will help with with any Regional events around the country should the regional chairman require. He/She will help county chairpersons start county meetings once per month and regional meetings at least once per year.

-ROLES / EVENTS MANAGER
The role of the Events Manager will be to organise specific Young Independence events and conferences across the nation.
YI Patrons
The Events Manager will be responsible for overseeing the YI Patrons Club and organising events for YI Patrons. The Events Officer must arrange at least four Patrons events every year.

YI Conference
The Events Manager is responsible for coordinating with the National Chairman to organise the annual YI National Conference. He will also work with each of the Regional Chairpersons and the National Coordinator to organise annual regional meeting/conference.

-ROLES / MEDIA MANAGER
The role of the Media Manager is to manage and grow the online presence of Young Independence. He may appoint up to two deputies of at least one year good standing to be approved unanimously by the Executive Council.

Newsletter & Magazine
Send out a weekly newsletter to the YI membership informing them of important information and activities taking place within YI. We will also do a monthly electronic YI magazine covering what we are doing, people can join a mailing list for this who are not YI, it will also appear on the YI website.

Website
Run the Young Independence website in an effort to keep members up to date as well inform visitors what Young Independence is up to. He/she will keep the website updated with new stories by working with the National Council, Regional Chairpersons, County Chairpersons, Branch Reps as well as the rest of the YI membership. Every member who holds a position in YI will have to provide at least one story for the YI website each month including pictures.

YI Shop
Run an online YI Shop so that members can purchase YI Branded Material and Leaflets.

Social Media
The Officer will operate the and grow all of YI’s Social Media profiles: Facebook, Twitter, YouTube and Instagram.

-ROLES / UKIP STUDENTS CHAIRMAN
The UKIP Students Officer is responsible for increasing our presence amongst schools and universities.
Universities
Work with University Societies and ones that are starting up to assist them with any difficulties in dealing with the student unions and universities. Plan with each regional chairman where to target for new university societies, based on where we already have members attending. Any help with action days they are advised to contact the county chairman for the area. Contact universities around the country to try to arrange organised debates and get YI/UKIP members into the universities to speak and engage with students.

Schools
Get speakers into Schools/Colleges to engage with students. Create a sample letter than can be used by YI Branch Representatives across the country to send to their schools and colleges to advertise speakers for Q&A, speeches or debates.

External Links
Work with other organisations to get YI/UKIP Speakers attending and engaging in debates. Build our presence within youth political bodies such as youth parliament and the NUS.

UKIP Students Facebook Group
The UKIP Students Facebook Group will include only UKIP members that are currently attending University or Schools. This will be used as a platform to share best practise. Only members who are on the officers list as a student will be on the group.

Merchandise
The Officer will order customised UKIP Students/YI Merchandise that can be used at Freshers Fayres as well as sold on our online shop.

Membership List
Keep an up to date list of society members, collected from each society every term.

UKIP Students Council
bi-monthly meeting with the Chairman of all UKIP Students Societies and all the other society chairman and/or Universities, College, and Schools Officers.

-ROLES / YI REGIONAL CHAIRPERSONS
The role of a Regional Chairperson is to grow YI across their respective region and work with the County Chairpersons in their respective area.
Meetings
Attend the bi-monthly National Council meetings. Hold a bi-monthly meeting with the County Chairman in your region and submit minutes from said meeting to the National Coordinator. Attend the Regional UKIP meetings as a non-voting member.

Action Days
To make sure there is an action day taking part in some part of the region every week, these can be organised by the County Chairman or Branch Representatives but means YI have an opportunity to campaign. Once a month a regional action day is required.

Events
Make sure there is at least one substantial YI event during their term.

YI National Coordinator
Work with the YI National Coordinator to build the county and branch structure within their region.

Finances
If Regions need some money for something then please approach the Executive Council with a proposal. Also consider approaching the UKIP Region. If a Region does fundraising then the National YI Treasurer will hold the money and it will be ring-fenced for them.

Newsletter
Send a monthly newsletter to members informing them of the events, action days and other news of what is going on in the region. This will be distributed by the communications officer.

Media
Responsible for doing Regional Media Bids that come through from the YI Communications Officer.

Social Media
The Regional Chairman will be responsible for keeping the Regional YI Twitter and Facebook page up to date. The YI Communication Officer will also be an admin and can help out. The accounts will be used to promote YI within the region as well as the County Chairman and Branch Representatives.

-ROLES / YI COUNTY CHAIRPERSONS
The role of a County Chairman is to grow YI across their county and work with the County Chairman in their area.
Meetings
Attend a bi-monthly meeting with other County Chairman and the Regional Chairman to discuss plans and get them to share best practise. Hold a bi-monthly meeting with the Branch Representatives in your county, invite the UKIP County Chairman, where applicable. Attend the County UKIP meetings (where applicable) as a non-voting member.

Action Days
To make sure there is an action day taking part in some part of the county every month, these can be organised by the County Chairman or Branch Representatives but means YI have an opportunity to campaign.

Branch Representatives
Work with UKIP Branches to appoint YI Branch Representatives. Until a Branch Rep is appointed it is up to the County Chairman to work with the UKIP Branches directly. Once Branch Representatives have completed their data protection forms they can be sent a monthly update of the membership list by the Grassroots Officer.

Finances
If Counties need some money for something then the respective Chairperson must approach the Executive Council with a proposal. If a County does fundraising then the National YI Treasurer will hold the money and it will be ring-fenced for them.

Newsletter
Send a monthly newsletter to members informing them of the events, action days and other news of what is going on in the county.

Social Media
Send any news stories to the national YI Communications Officer as well as the Regional Chairpersons so they can spread it using regional social media and the national website.

Universities
Work with the UKIP Students Officer to Target Universities in your county where members are studying.

-ROLES / YI BRANCH REPRESENTATIVES
The role of a Branch Representative is to grow YI across their county and work with the County Chairpersons in their respective area.
Meetings
Attend a bi-monthly meeting with other YI Branch Representatives and the County Chairpersons to discuss plans and get them to share best practise. He/she will also attend the UKIP branch meeting as a non-voting member.

Action Days
To make sure there is an action day taking part in the branch every month, so YI members have an opportunity to campaign.

Social Media
Send any news stories to the national YI Communications Officer as well as the Regional Chairpersons so they can spread it using regional social media and the national website.
Schools/Colleges

Work with the UKIP Students Officer to get as many speakers into local educational institutes.

-ROLES / UKIP STUDENTS SOCIETY CHAIRPERSONS
The role of a UKIP Students Society Chairperson is to build the party presence within the University.
Fresher’s Stall
Organise and attend the fresher’s and refreshers fayres each year where the UKIP Students Chairperson will provide a fresher’s pack.

Membership
Keep an up to date list of society members, and submit to the UKIP Students Officer every term.

Meetings
Hold a meeting of society members every two weeks during term times, this can formal or informal.

Guest Speakers
Host a speaker once a term or take part in a cross party debate.

Communication
Keep in close contact with local Young Independence County Chairperson and the local UKIP Branch.

Website
Submit an article every month during term time of around 500 words talking about what the society is up to or what key issues are effecting the University.

Societies Forum
Attend a meeting once a term with the UKIP Students Officer and all the other society chairman.

YI Officer Form
The YI Officer Form, this needs to be completed by the Chairperson of the Society before we recognise the society.

-ELECTIONS:
Below is an outline of the date and details of internal elections within YI, for the full process please consult the YI Voting Rules.
YI National Council Members, Regional Chairman & County Chairman
Elections shall be held within 13 months of the election of the YI Chairman at his request.

YI Branch Representatives
Elected by the UKIP Branch members when they hold their AGM, ideally a non-voting member of the branch committee.

Data Protection
The Data Protection Form, this needs to be completed by anyone standing for a position within YI.

YI Officer Form
The YI Officer Form, this needs to be completed by anyone standing for a position within YI.
